You're a member of the state legislature preparing to vote on the important issue of gun control. In the past six months, you've received over 300 letters protesting gun control and only four in favor of it.

You have your own opinion on gun control, but you have to represent your constituents. It's their voice that counts.

But you're not sure if these letters represent the feelings of all your constituents. You could have a poll conducted, but they're very expensive. Blowing money on a poll wouldn't make you any more popular.

You can vote according to the feedback you've received so far from constituents -- after all, these are the voters who bothered to respond to the issue. Or you could hold off voting and order a poll of all the people in your region.
