Here is what you could say in the letter:

Dear (Name of Farmer):

This letter is to advise you that a milk sample taken from your farm on April 27th froze at a higher temperature than normal. This is the second time that your milk has failed the test since my inspection last September. At the time, I made several recommendations regarding the installation of the milking equipment.

The two failing test results lead me to believe my recommendations may have been unclear. During the next two weeks, dairy field staff will be coming to your farm. They will inspect the equipment and make recommendations to correct the problem. They will be returning in the summer to make sure that their recommendations have been followed.

I must warn you that if milk samples from your dairy continue to fail the freezing test, I will have to take further action. This could include suspending milk production at your farm. But I'm confident that we can work together to resolve the problem.
