In order for their plans to go into action, emergency response managers must communicate with a number of different people.

"You need to be able to talk to your own people [and] you need to be able to instill confidence in the public when things are going south," says emergency manager David Galea. "[You need] not just to be seen to be doing the right thing, but keeping people aware of what the issues are and what you're doing to remedy the situation -- so you need to have good communication skills for sure."
