You tell the crowd the stadium lights have malfunctioned and the game will be rescheduled.

While you prefer not to lie to people, you realize that in dealing with a crowd this size, it would be best if they didn't know about the bomb threat.

People are annoyed and leave more slowly than you had hoped, but there are no casualties. In the end, the bomb threat turns out to be a hoax.

This decision is better than saying something that will cause a panic, says David Galea, director of emergency preparedness for a city. At the same time, it's best to avoid lying to people because public confidence and trust are very important.

"I think the key is -- never lie to people," says Galea. "You could [say], 'There's an issue developing that requires we evacuate the stadium.' And you don't have to give the details.
