You are responsible for planning commercial development for a small but growing city.

City council, citizens and business groups have been debating the pros and cons of allowing large-scale retail outlets to open in an industrial park on the edge of town. These big discount club and bulk food-style chains could serve the growing population well. Besides, the industrial lands are just sitting there, not being used.

Some citizens and businesses are worried that these huge stores will draw business away from the town center. They want to protect the small, local businesses and the friendly main street community.

On the other hand, some say that taking the survival of the fittest view is essential to a region's economic success. Allowing the outlets could mean new jobs and a bolstered economy.

You must decide whether the large retail chains should be allowed to open in the industrial park or whether they should be kept out. What do you do?
