You decide to keep the retail chains out.

The local businesses continue to do well. The town retains its strong community quality. In fact, because other towns in the region have lost this local "main street" aspect, your town becomes a tourist attraction of sorts. Money is brought into town as visitors stop on their way through to enjoy the nostalgic and friendly pedestrian-oriented community.

Unfortunately, though, many of the town's citizens drive to neighboring communities to shop at the large chains that have been developed there. Money is drawn out of the town's economy, and the many jobs that could have been created by the chains go to people in the other communities that decided to develop.

Due to this strong competition from surrounding communities, the town's economy suffers in the long run.
