You settle on a compromise that involves the development of certain outlets in the industrial park.

This is the real-life decision made by planner Don Granger.

Granger and the town chose to allow certain chains to develop. Specifically, they allowed for the development of outlets that served certain retail uses that were not in direct competition with the businesses in the downtown core. If amendments were needed in the future, there would be room for those when the time came.

Meanwhile, Granger's decision put the big chains in the position of complementing the businesses that were already in town. The main street community aspect of the town was retained, while jobs were created and the town was able to compete economically with other regions. The new taxes and the money that flowed in from other areas only enhanced the town center's charm.
