You are inspecting the insides of huge gas tanks. You are one of many testers at the site, and you try to do the work as efficiently as possible.

The inspections cost the gas company thousands of dollars per day. They want the inspection to go as smoothly and as quickly as possible.

So far, you have found nothing wrong with the tank. This will please your boss because he also wants the work to go as quickly as possible. "Wrap it up today," he barked at your group of testers this morning. The boss wants to be in good favor with the company because a larger contract may be available.

You finish your inspection of the tank. You notice that the staircase leading up to the tank and encircling it is in disrepair. A railing has a large crack in it and four of the metal stairs are falling apart.

However, stairs are not structural elements, which means that gas won't be flowing through them or stored in them. Cracks in the stairs simply aren't as important as cracks in the tank.
