The country of Taboria is experiencing a great famine. The population is starving and needs outside help immediately. As part of a human rights organization, you mobilize to distribute the food.

When you get to the country, you find that the cause of the famine has more to do with a civil war and a corrupt government that is taking food from the poor than with environmental causes.

You discover that you can't reach the people unless you go through military checkpoints run by the government. At these checkpoints, soldiers demand that you work with them and align your organization with their side of the war before they will let you pass.

It is written right in your organization's guidelines that you should never align yourself with warring factions in order to do your work. But at the moment, you see no other way to help the people.
