Real-Life Decision Making

Kildonia is a beautiful but dying town. Its primary industry, the lumber mill, has shut down. The residents don't want to leave. They are desperately searching for a new way to make a living.

The mayor of the town thinks he has come up with the answer: tourism. Kildonia is set on a large river that is abundant with fish. If the town could come up with the resources to build a tourist lodge, mall and entertainment center along the Kildonia river shore, they could attract many fishers, hikers and nature lovers from across the country.

A huge portion of the river's edge has been chosen for the mall complex, and the building will start next week. The town is thrilled.

As the resident ornithologist, you go out to inspect the site. To your amazement, you discover a few bald eagle nests. This endangered bird used to breed across North America, but has virtually died out in this area.

The eagles have chosen the same nesting site as the new mall. You go to city hall to tell them about the amazing discovery, but they aren't interested. People are more important than birds, they say.
