There is no formal education for harbor masters. Many went to sea as deck officers or ship captains before they became harbor masters. For instance, Peter Turner went to sea for 31 years before becoming a harbor master.

"Having said that, not all harbor masters have in fact been to sea," says Turner. But they have operational experiences in ports, he adds.

"You really do need to have specific knowledge of the port you're interested in," says Bill Image. He is a deputy harbor master. "Every port is different. You need to know who the major players are, both on the commercial and administrative ends." He also recommends a degree in business management.

Marina manager Sheila Best says a harbor master should also have CPR, first aid and lifeguard training.
