You admit Kelp to the program.

As it turns out, the school is awarded $3.25 million in a new federal education bill. As the icing on the cake, Kelp turns out to be a blue-ribbon student. She will graduate with honors.

"In many ways, the registrar's office is the first and, perhaps, most vital public relations agent of a university," says university registrar Larry Murdock.

"Probably no other area of the university touches as many individuals. Because of this fact, we have to have a sound mind so as to make good, solid decisions. Anything less is just asking for trouble."
