Start with a degree in administration, commerce or finance. A degree in public relations is also good. You must be comfortable speaking in front of many people.

Excellent communication skills are a must. In the U.S., Spanish will improve your chances. Basically, it's important to know the language of the people you will represent.

Dave Morris is the executive director of a city administrators' association. He suggests getting involved in the city now. Get your name out there a few years before you are ready to apply for a position. Volunteer at city hall. If they have no positions available, develop one. Any experience will make you a better candidate when the time comes.

Networking is important in this job. Most city administrators belong to various state or national associations. This helps them develop links and friendships among other city administrators.
